Step 1. Log in to the Google Account that will act as the Account Owner for your Developer Account. If you don't have a google account then you must create a new one before getting a google developers account.
Step 2. Visit the Google Play Developer Console signup page to begin registration. During the registration fill in all the information necessary. Make sure that you have not previously been in violation of this agreement, If so then you won't be able to create a google developers account.
Step 3. After completing the required information, you will be asked to pay the fees for google
developer account. The fee is around $25 to create a google developer account. You have to pay the fees using the methods given in the payment section. You can use your own credit card for the same.

Step 4. Please note that it may take up to 48 hours for your Google Play Developer account registration to be fully processed.
After your account application is approved for google developers account, you can start uploading your apps on the google play store using the created developers account. The registration fee is only one time fee.
